Guidelines for Disqualification of Volunteer Applicants

Per BVSD Regulation IJOC-R: A school or district administrator may approve a volunteer for service upon completion of (1) an acceptable Volunteer Application (IJOC-E) and (2) if applicable, of an acceptable criminal background check. In the absence of other available funding, volunteers will be responsible for the expense of any required criminal background check. The School District reserves the right to decline the services of a volunteer at any time for any reason.

BVSD will deny the application of volunteers with a criminal history that demonstrates a risk to the safety or well-being of students and staff. Among the factors taken into consideration are the nature of the offense, the age of the person at the time of the offense, and the amount of time between the date of the offense and the date of the application. Any of the following will likely result in disqualification:
  • Currently on probation;
  • Registered sex offenders;
  • Any crimes involving sexual misconduct;
  • Any crimes of child abuse or neglect;
  • Any crimes involving firearms;
  • Any offense involving distribution or intent to distribute illegal drugs or substances;
  • Conviction of or plea of no contest to any felony;
  • Conviction of or plea of no contest to any misdemeanor that indicates the individual may pose a threat to the integrity or safety of the school environment or relate to the individual duties;
  • More than one (1) DUI within five (5) years;
  • Intentionally falsifying any information or documents submitted during the application process;
  • Any finding of child abuse or neglect by an administrative agency (e.g., Department of Human Services);
  • A pattern of criminal charges or arrests, even if the charges were dismissed, which cause concern that the individual may pose a threat to the integrity or safety of the school environment
  • Criteria for rejecting a volunteer from transporting students may include:
    o A history of a prior traffic violation or violations that reflect disregard for the safety of self and others;
    o Any conviction of DUI within the last 7 years is an automatic denial of clearance to transport students
