ACCESS TO SCHOOLS, BUILDINGS
AND GROUNDS
Controlled access and security for School District buildings and grounds, during regular school hours and school programming hours, contribute to the well-being and safety of students and staff. Also, School District buildings and grounds constitute one of the greatest investments of the community's taxpayers, and the Board considers it in the public's best interests to both protect that investment adequately and to acknowledge responsible use. For these reasons, the School District retains the sole discretion to determine access to school buildings and grounds by students, staff members, and visitors as deemed appropriate for each School District building or ground.
Access to school buildings outside of regular school and school program hours shall be limited to School District personnel whose work requires it; other individuals and groups shall be authorized to be on school property only with the specific knowledge and permission of the responsible administrator, with a contract issued by Community Schools, or with a partnership or joint use agreement with city, county, or other community partners.
The Board recognizes that community members also informally access School District grounds, such as playgrounds, fields, and outdoor facilities, when those areas are not in use for School District programs, including rentals and other use agreements. Without limiting the protections of state law or creating any rights through this Policy, the School District respects the community interest in responsible use of such areas during off-hours with a recognition that individuals are responsible for their own use and conduct and any damage that may result. Any signs posted shall advocate responsible use and only such other limitations as are necessary due to the unique circumstances of the site.
An adequate key control system shall be established that will limit access to buildings. The issuance and control of access shall be the responsibility of the School District’s Operations Department and, for schools, the Building Principal.
