BUILDINGS AND GROUNDS SECURITY
It shall be the intent of the Board of Education to provide security for the students, employees, and facilities of the District. This District-wide security program shall be administered through the Security Department, which is part of the Division of Operational Services. In emergencies, building staff may call on the Security Department for assistance.
The School District shall conduct annual school building inspections to address the removal of hazards and vandalism and any other barriers to safety and supervision.
Video Surveillance
The Board of Education authorizes the responsible and limited use of video surveillance cameras in certain areas of school buildings and their grounds, District property and in school transportation vehicles as part of a multifaceted approach to ensure the health, welfare and safety of all staff, students and visitors to District property, and to safeguard District facilities and equipment.
While recognizing the need to provide a safe site and safeguard District property, the Board believes that students and staff must feel free to participate in class discussions and develop their educational, vocational, artistic, and athletic skills in an environment conducive to learning, not one of intrusive surveillance.
The Board also recognizes that the installation of camera systems must be based upon need and funding. Cost of installation and use, ongoing vandalism, theft data and other relevant information will be analyzed to determine such need.
The District shall comply with all applicable state and federal laws related to video recordings when such recordings are considered for retention as part of the student’s education record as determined by the district and in accordance with law. District administrators and staff should be aware of privacy limitations related to the use of such equipment and seek the advice of District legal counsel whenever questions arise.
Regulations related to video surveillance should be reviewed and updated periodically to ensure District surveillance practices reflect the intent of the Board to ensure the safety and security of students and District property, do not become overly intrusive, and reflect changes to state and federal law.
