STUDENT TRANSPORTATION SERVICES
Under Colorado law, the Board of Education is not required to furnish transportation. It is emphasized that the Board of Education may require parents to furnish their own transportation, especially from remote areas; to contribute toward the expense of transportation; or to furnish some financial assistance in lieu of transportation.
School-Owned and School-Operated Transportation System
To the extent that the Board provides student transportation services, the School District may determine the routes of transportation and the points at which students shall be received and delivered. Routes will not be established on any city, county, state, or federally built and maintained road that the School District determines is too hazardous. Routes will not be established that require entering private property.
For student transportation services, the School District operates and maintains a fleet of school buses and vehicles and also contracts with third party providers and individuals as appropriate.
The School District shall comply with all federal and state laws and regulations pertaining to the operation and maintenance of school vehicles and shall make these requirements known to transportation employees. In accordance with state statutes, all bus drivers will be held responsible for a thorough knowledge of the regulations regarding student transportation and highway traffic procedures of the State of Colorado.
The School District shall also implement a school transportation safety program that includes vehicle inspections, instructions for safe use of transportation vehicles, emergency procedures and drills, and supervision of transportation employees.
Transportation for Students with Disabilities
"Special transportation" refers to transportation services provided to students with disabilities pursuant to federal law. These services may be required because of the special nature of the program, the exceptional characteristics of the students, and/or the location of special education programs and services. Private transportation by parents may be reimbursed if the School District and parents agree that this method is more feasible in providing the student access to a special education class or service.
Transportation for Pupils Attending School Out of Their Regular Attendance Area
Transportation services shall not be provided for those students attending school out of the attendance area of their regularly assigned school. Transportation outside of the attendance area becomes the responsibility, of the parent(s) or guardian(s). Students may be allowed to meet the school bus at an existing bus stop within the attendance area of the new school and ride the school bus between the existing bus stop and school as long as there is space available on the bus.
Legal Limitations
The School District is prevented by law from providing, directly or indirectly, transportation to pupils enrolled in private or parochial schools.
