BVSD Board Supports Ballot Measures to Extend Free Meals Beyond 2025

This November, voters will consider two ballot measures, Propositions LL and MM, that aim to secure funding to continue the Healthy School Meals for All (HSMA) program, which was originally approved by voters in 2022, via Proposition FF. 

High participation and rising food costs statewide have required a funding adjustment to continue the program, which has provided free, nutritious meals to all students since the 2023-2024 school year. 

In BVSD, school lunch participation increased by 40% and breakfast by 90% since meals have been free for all students, resulting in:

• Reduced stigma and increased access for students
• Improved student health, well-being, and academic success
• Cost savings for BVSD families
• Increased support of Colorado’s local food system through investments and partnerships with farmers and ranchers
• Expansion of BVSD’s menu—including vegetarian, dairy-free, and gluten-free options—while also helping BVSD reduce food waste and better manage meal demand

“The Healthy School Meals for All program has fueled our ability to serve more students than ever and to invest even more in our local food system,” said Food Services Director Carolyn Villa.

If Propositions LL and MM pass: the state will 1) retain revenue already collected for the program, and 2) modify tax deductions for the highest-earning 8% of Colorado households. 

If Propositions LL and MM fail: HSMA could end as soon as January 2026 for some Colorado schools.
