Universal Preschool Program prepares for launch

As you have heard, next Tuesday, January 17th, at 8 am, the Colorado Universal Preschool Program (CUPP) parent application portal, BridgeCare, will be open for you to apply to the new Colorado preschool program. The link to BridgeCare should go live on this webpage then: https://upk.colorado.gov.

If you already have a child enrolled in a BVSD preschool, you will receive a similar email from your preschool community liaison; please reach out directly to them for assistance in registering in the State of Colorado new preschool application system, BridgeCare. 

In this email, we will pass on to you the information that we have received from the Colorado Department of Early Childhood (CDEC) about how BridgeCare will work as well as describe the new BVSD Preschool Learning and Enrichment programming and enrollment.

BridgeCare will identify how many hours of preschool funding your child is eligible for through CUPP, help you search for preschools, and allow you to pick up to five preschools that you would be interested in. You will then be entered into a matching process which will match your choices with available seats. Once you have been matched with a BVSD preschool, a BVSD preschool community liaison will contact you to assist with enrollment. 
 

Colorado Universal Preschool Eligibility

• All four year olds living in Colorado will be eligible for 15 hours of preschool. 

• Four year olds with any one of the following qualifying factors will be eligible for an additional 15 hours of preschool at no cost to you (foster care, homelessness, dual language learner, Individualized Education Plan, income less than 270% of Federal Poverty Guidelines).

• Three year olds with any one of the following qualifying factors will be eligible for 10 hours of preschool at no cost to you (foster care, homelessness, English Language Learner, Individualized Education Plan, income). *Please note that BVSD will be providing 15 hours of preschool at no cost as our preschool classrooms are mixed age with 3 and 4 year olds.

• Children with an Individualized Education Plan (IEP) will only have services provided in a district preschool program.

 

Colorado Universal Preschool Preferences

Children with the following circumstances will be assigned a preference in the matching process:

• have already attended one year of preschool at the school they are applying to

• have older siblings in the school they are applying to

• have parent employees at the school they are applying to

• live inside the school attendance boundaries or 

• live in the school district of the school they are applying to

No matter how many circumstances apply, a child can only be assigned a preference once.

Returning families: please note that families returning to their current preschool will not automatically roll up next year; you must re-apply through BridgeCare.

 

BridgeCare Rounds
The BridgeCare matching process will work somewhat like a lottery collecting registrations for a period of time--called a ‘round’--and then running the information through a matching algorithm. This is not a first come, first served process and no preference will be given to families entering the round earlier versus later.

The first round will close February 15th, 2023. In order to be included, you must submit your application by then. You will hear  back from the schools you have chosen between February 16th and March 9th. According to the Colorado Department of Early Childhood, if you have not been matched during your first round you will be run through the 2nd round. Keep in mind that you can choose up to five preschools and rank them in order of preference.

BVSD Preschool Programming
Preschool Learning classrooms are led by a highly-qualified teacher licensed in Early Childhood Education and Special Education through the Colorado Department of Education and Child Care Licensing and two paraeducators licensed through Child Care Licensing.

Preschool Enrichment classrooms are led by a highly-qualified Director and an Early Childhood Teacher; both staff are qualified through Child Care licensing. 

Preschool Enrichment classrooms extend and augment the activities of the Learning classrooms to provide instructional continuity throughout the week. Preschool Learning and Enrichment teachers collaborate to deepen the learning experience of each child.

Please note that in 2023-2024, not all sites will have Learning and Enrichment classrooms; some sites will have Learning only. Please see the graphic below for a list of sites.

Since different preschools will have different bell times, please check the information for the schools you are applying to in BridgeCare.*

• The Learning program is offered twice a week, 7.5 hours a day, on either Monday/Thursday or Tuesday/Friday. 
• The Enrichment program is offered on the opposite Tuesday/Friday or Monday/Thursday and half a day on Wednesdays.

Families interested in Community Montessori should check the Community Montessori description in BridgeCare or call the school for details on its programming; Community Montessori is not following the Learning and Enrichment alternating model.

All children must register for a minimum of 2 days of Learning a week at 7.5 hours a day. After that, up to 2 and a half days of Enrichment are also available at 15 locations.  

All four year olds automatically qualify through Colorado Universal Preschool Program (CUPP) for two days of Learning at no cost to the family. In addition, four year olds who have a qualifying factor* through CUPP automatically qualify for two days of Enrichment at no cost, for a total of 30 hours of free preschool.

• Four year olds who do not have a qualifying factor through CUPP are invited to apply to Enrichment as a tuition-paying family.

Three year olds who have a qualifying factor through CUPP qualify for two days of Learning at no cost. 

• Three year olds without a qualifying factor through CUPP are invited to apply to Learning as a tuition-paying family.
• Three year olds are also invited to apply for Enrichment as a tuition-paying family: Interest in Tuition Seat

*Qualifying factors are foster care, experiencing homelessness, dual language learner, an Individualized Education Plan (IEP), and family income that falls below 270% of Federal Poverty Guidelines.

 

 

Bear Creek Elementary school - Unfortunately, we are having to pause adding Bear Creek as a new site in BridgeCare. BVSD must assess whether there are facility construction requirements in order to be in compliance with child care licensing and the health department. Our goal is to have a resolution in the next two weeks.

Enrollment in Preschool Learning
Once you have been matched with a BVSD preschool, a BVSD preschool liaison will assist you in enrolling your child. The liaison will contact you to arrange a meeting to get to know you and your child and send you the Ages and Stages Questionnaires to complete. 

Before meeting with the preschool liaison or completing the enrollment form, please collect the following documents:

1. Your child’s birth certificate
2. Your child’s most recent physical
3. Your child’s most recent immunizations
4. Proof of residence showing your service address: a utility bill or copy of your lease is preferred.
5. Documentation of any eligibility factors that qualified your family for CUPP (income, foster care, IEP, McKinney-Vento homelessness services).
    

Enrollment in Preschool Enrichment
Any family interested in additional hours beyond the Learning hours will fill out an interest form and will be sent instructions on how to enroll once you have been matched through the BridgeCare system. The preschool community liaison assigned to the school you have been matched with will assist you with enrollment into Enrichment.
 

Tuition Costs

• Two days of Learning or Enrichment is $620 a month and $5890.00 a year (9.5 months). 
• Tuition costs for two days of Learning and two days of Enrichment is $1240 a month and $11,790 a year (9.5 months). 
• Half-day Enrichment Wednesdays (10:45 - 2:50) can be added for $195 a month
• A $75.00 Registration Non-Refundable Fee will be applied and paid upon registration.
• Monthly tuition is billed in advance on the 10th of each month prior to service and is due on the 20th of the month.   For example, July 10, 2023, the first month of tuition (August) will be billed and will be due on July 20, 2023.
• Community Montessori please see your school office for daily and half day rates.

Meals: All breakfast, lunch and afternoon fruit is provided at no cost to the family.

Si ya tiene un hijo inscrito en un preescolar de BVSD, recibirá un correo electrónico similar de su enlace comunitario preescolar; comuníquese directamente con ellos para obtener ayuda para registrarse en el nuevo sistema de solicitud preescolar del estado de Colorado, BridgeCare.

BridgeCare identificará para cuántas horas de financiación preescolar su hijo es elegible a través de CUPP, le ayudará a buscar escuelas preescolares y le permitirá elegir hasta cinco escuelas preescolares que le interesen. Luego entrará a un proceso que hará coincidir sus elecciones con el cupo disponible. Una vez que haya sido asignado a un preescolar de BVSD, un enlace de la comunidad preescolar de BVSD se comunicará con usted para ayudarle con la inscripción. 
 

Elegibilidad para el preescolar universal de Colorado

• Todos los niños de cuatro años que vivan en Colorado serán elegibles para 15 horas de preescolar. 

• Los niños de cuatro años con cualquiera de los siguientes factores de calificación serán elegibles para 15 horas adicionales de preescolar sin costo para usted (hogar temporal, personas sin hogar, estudiante de dos idiomas, plan de educación individualizado, ingresos inferiores al 270 % de las Pautas Federales de Pobreza) .

• Los niños de tres años con cualquiera de los siguientes factores de calificación serán elegibles para 10 horas de preescolar sin costo para usted (hogar temporal,  personas sin hogar, estudiantes del idioma inglés, plan de educación individualizado, ingresos). *Tenga en cuenta que BVSD proporcionará 15 horas de preescolar sin costo ya que nuestras aulas de preescolar tienen edades mixtas con niños de 3 y 4 años.

• Los niños con un Plan de Educación Individualizado (IEP) solo recibirán servicios en un programa preescolar del distrito.
   

Preferencias preescolares universales de Colorado

Niños con las siguientes circunstancias se les asignará una preferencia en el proceso de correspondencia:

• ya han asistido a un año de preescolar en la escuela que solicitan
• tener hermanos mayores en la escuela que solicitan
• tener padres empleados en la escuela que están solicitando
• vivir dentro de los límites de asistencia escolar o 
• vivir en el distrito escolar de la escuela a la que están solicitando

No importa cuántas circunstancias se apliquen, a un niño solo se le puede asignar una preferencia a la vez.

Familias que regresan: tenga en cuenta que las familias que regresan a su preescolar actual no se inscribirán automáticamente el próximo año; debe volver a presentar la solicitud a través de BridgeCare.
 

Rondas de BridgeCare

El proceso de emparejar de BridgeCare funcionará de manera similar a una lotería que recopila registros durante un período de tiempo, llamado "ronda", y luego ejecuta la información a través de un algoritmo de coincidencia. Este no es un proceso por orden de llegada y no se dará preferencia a las familias que ingresen a la ronda antes o después.

La primera ronda se cerrará el 15 de febrero de 2023. Para ser incluido, debe enviar su solicitud antes de esa fecha. Recibirá noticias de las escuelas que ha elegido entre el 16 de febrero y el 9 de marzo. De acuerdo con el Departamento de la Primera Infancia de Colorado, si no ha sido emparejado durante la primera ronda, pasará a la segunda ronda. Tenga en cuenta que puede elegir hasta cinco preescolares y clasificarlos en orden de preferencia.
 

Programación de enriquecimiento y aprendizaje preescolar de BVSD 

Las aulas de aprendizaje preescolar están dirigidas por un maestro altamente calificado con licencia en educación infantil temprana y educación especial a través del Departamento de Educación y Licencias de Cuidado Infantil de Colorado y dos paraeducadores licenciados a través de Licencias de Cuidado Infantil.

Las aulas de Enriquecimiento Preescolar están dirigidas por un Director altamente calificado y un Maestro de Primera Infancia; ambos miembros del personal están calificados a través de la licencia de cuidado infantil. 

Las aulas de enriquecimiento preescolar amplían y aumentan las actividades de las aulas de aprendizaje para brindar continuidad educativa durante la semana. Los maestros de Aprendizaje Preescolar y Enriquecimiento colaboran para profundizar la experiencia de aprendizaje de cada niño.

Tenga en cuenta que en 2023-2024, no todos los sitios tendrán aulas de aprendizaje y enriquecimiento; algunos sitios solo tendrán aprendizaje. Consulte la siguiente gráfica para ver una lista de sitios.

Debido a que diferentes preescolares tendrán diferentes horarios de entrada y salida, verifique la información de las escuelas a las que está solicitando ingreso en BridgeCare.*

• El programa de aprendizaje se ofrece dos veces por semana, 7.5 horas al día, ya sea los lunes/jueves o los martes/viernes. 

• El programa de Enriquecimiento se ofrece el martes/viernes opuesto o lunes/jueves y medio día los miércoles.

Las familias interesadas en Community Montessori deben consultar la descripción de Community Montessori en BridgeCare o llamar a la escuela para obtener detalles sobre su programación; Community Montessori no sigue el modelo alternativo de aprendizaje y enriquecimiento.

Todos los niños deben registrarse para un mínimo de 2 días de aprendizaje a la semana a las 7,5 horas al día. Después de eso, también están disponibles hasta 2 días y medio de Enriquecimiento en 15 ubicaciones.
