Meet Our Leadership Team
The Superintendent's Leadership Team, otherwise known as Cabinet, meets weekly to advise Dr. Rob Anderson. In addition to district leadership, the Boulder Valley Education Association President and a BVSD principal serve on Cabinet.
Randy Barber
As the Chief Communications Officer, Mr. Barber oversees the operation of the BVSD Communications Division. He serves as district spokesperson and as the main point of contact for media relations, crisis and other district-wide communications.
Randy brings his passion for storytelling and calm under pressure, developed during his 13 years at 9NEWS. While at the station, he played multiple roles from producing newscasts to organizing the 9Cares Colorado Shares food drives. In 2008, he and his colleagues won an Emmy for YourShow, a groundbreaking interactive interview show, featuring nationally renowned guests.
Before coming to Boulder Valley, he served six years at Douglas County School District, where he was a Public Information Officer, Internal Communications Officer and eventually Chief Communications Officer. Among other accomplishments, he helped to rebrand the district, launch new websites and other digital tools, as well as creating a culture of video storytelling.
Randy is a proud Colorado native and a product of our state's great public education institutions, including Rangeview High School in Aurora and the University of Colorado, Boulder.

Robbyn Fernandez
As Assistant Superintendent of School Leadership, Ms. Fernandez is responsible for the supervision and leadership of the district's elementary schools and principals. She also supervises and provides leadership to the Director of Early Childhood Education.
Robbyn brings a wealth of diverse professional experience to this position as well as a passion for supporting all students in BVSD to reach their greatest potential. She taught English as a Second Language and Spanish for many years at the K-12 and university levels. Prior to taking on the role of Assistant Superintendent, Robbyn held a variety of leadership positions in BVSD including serving as the Executive Director for Elementary School Leadership, and a middle school and PK-8 principal and assistant principal. She earned a B.A, in History and Spanish at Lewis and Clark College in Portland, OR, a M.A.T. in ESL and Spanish at the School for International Training in Brattleboro, Vermont, and an Ed.S. degree from the University of Northern Colorado in Educational Leadership and Policy Studies. Robbyn is also a proud graduate of BVSD.
James Hill
Dr. James A. Hill, the Assistant Superintendent of Human Resources at Boulder Valley School District, is renowned for his leadership and passion in education, evident since the start of his 23-year career in the Adams 12 school district. As an elementary and middle school teacher, Dr. Hill stood out for his ability to connect with and inspire students of all ages, embodying the qualities of an exceptional educator and role model.
His leadership journey progressed from teaching to administrative roles, including four years as an assistant principal at Fairview High School and principalships at Creekside Elementary and Boulder High School. At Boulder High, the Dr. James A. Hill Scholarship was established in his honor, recognizing graduating seniors who demonstrate compassion and a commitment to mental health advocacy, reflecting Dr. Hill's own values.
A member of the University of Colorado's 1990 National Championship football team, Dr. Hill also contributed to athletics, coaching various high school sports. His involvement with the University of Colorado's C-club, serving as its Vice President, and participation in the City of Boulder's police oversight task force in 2019, further demonstrate his diverse leadership capabilities and community engagement.
Dr. Hill's career is marked by a consistent passion for youth development and education, making him a highly respected and influential figure in the Boulder Valley School District and beyond.
Nativity Miller
Dr. Nativity Miller is the Assistant Superintendent of Opportunity and Access. Dr. Miller’s role is leading the work of the following departments; Special Education, Multi Tiered Systems of Support (MTSS), Gifted and Talented (GT), Literacy, and Culturally Linguistically Diverse Education (CLDE). The main mission of her team is to create opportunity for all students in identified areas, as well as provide equitable access through clear systems, targeted student support, and high quality professional learning for educators. Dr. Miller has a passion for serving students who are culturally and linguistically diverse as well as providing equitable access for all students who attend our schools.
Dr. Miller has earned her B.A. in Education with an emphasis in Sociology and Human Development, an M.A. in Culturally and Linguistically Diverse Education with an English Language Development endorsement, and her doctoral degree in Educational Leadership & Equity. Dr. Miller has served as an educator for 25 years, in a variety of roles to serve students. Nativity’s career started in the Jeffco Public Schools as an after school program Director. She then spent several years in the Adams 12 School District where she served as an intermediate teacher, a dual language educator, and an ELD teacher/coach in a Title I school. Dr. Miller then started her administrative career in Weld Re-8 where she served as both an assistant principal and principal for 11 years. In 2017 Dr. Miller joined the BVSD team as the executive director of the East Network, where she supported leaders with leadership skill development, as well as the systems and structures of running PK-12 school; PK-12.
While Dr. Miller loves the work that she is privileged to support; she is passionate about finding balance in leadership and putting her family at the forefront of all that she does. Dr. Miller has two children and is happily married. She enjoys watching her daughter compete in competitive cheerleading and watching her son compete in bodybuilding shows. She loves to run to clear her mind, and take mini vacations with her extended family.
Rob Price
As Assistant Superintendent of Operations, Mr. Price is responsible for setting direction and providing oversight for the operational services that support the educational mission of the school district by providing clean, safe, secure and comfortable facilities as well as reliable transportation every day. In this role, he ensures fiscally responsible management of facilities and supervises capital improvement planning and construction efforts. He furthers the district’s sustainability goals by leading efforts in energy management, green building, and alternative transportation.
Prior to coming to Boulder Valley School District, Rob worked 15 years in the construction industry with a focus on K-12 facilities. In 2015, he was hired as the Executive Director of Bond Planning to provide leadership for the implementation of the projects described in the 2014 Bond Program. He was appointed to his current position, Assistant Superintendent of Operational Services, in 2017.

Ginger Ramsey
As a high school principal, Ms. Ramsey works collaboratively with staff, students, parents and community members to support student learning and experiences through their high school careers. In addition, Ginger serves as a member of Principals’ Advisory Committee (PAC), working with district leaders and school administrators to ensure that all voices are heard in district-wide decisions and processes. She serves as the PAC representative on Superintendent's Cabinet.
Prior to coming to the Boulder Valley School District, Ginger was a math teacher in two different districts in the Phoenix, Arizona area. Beginning in 1981, Ginger's experiences in BVSD have included teaching math and serving as assistant principal at two high schools. She became principal at Broomfield High School in 2000.

Kathleen Sullivan
Kathleen Sullivan is Legal Counsel for the Boulder Valley School District. Prior to joining BVSD, Kathleen spent a decade with the Colorado Association of School Boards, working as general counsel and providing legal representation to CASB’s Legal Services Program clients, with a particular interest in special education and anti-discrimination matters. She also consulted with and provided training for school board members and administrators on a wide-range of education law issues, including civil rights, student rights and responsibilities, school personnel issues, and school board policy.
Before relocating to Colorado in 2007, Ms. Sullivan worked for ten years training and advising public education agencies in compliance with federal and state special education and anti-discrimination laws. She was an attorney with the Weatherly Law Firm concentrating in litigation in the areas of special education and school law and then served as the Senior Advisor for Special Student Services and Litigation for a large urban school district in Georgia.
Before entering into the practice of law, Ms. Sullivan served as an administrative law judge in Pennsylvania, a teacher in the Chicago Public Schools, and an interim charter school principal in Philadelphia. She received her B.S in Elementary Education from the University of Wisconsin-Madison and her J.D. with honors from the University of Pittsburgh School of Law.
Bill Sutter
As Chief Financial Officer, Mr. Sutter is responsible for leading, supervising, and administering the departments of Accounting Services, Budget Services, Procurement, Materials Management (Warehouse), and the District Print Shop. His duties include supervising all aspects of financial administration, including District budget development, financial planning, monitoring, control and reporting, as well as the development and review of District fiscal policies, as well as management and oversight of procurement policy and compliance.
As a career public education administrator, Bill has served in multiple roles within the Boulder Valley School District’s business operations beginning in 1994, including his current role as Chief Financial Officer. In support of Colorado public education, Bill currently serves on the board of directors for the Colorado School Finance Project, the Colorado Association of School Business Officials and the Association of School Business Officials, International. Bill is also a Past-President of the District Business Officials for the Colorado Association of School Executives and Past-President of the Colorado Association of School Business Officials.
