Title IX Advisory Council
The Title IX Advisory Council was established to create a partnership between the District and the community regarding issues of sex-based discrimination and harassment within BVSD. The Council is composed of parents, educators and community members representatives.
As an advisory council, we are not involved in district enactment of legislation. But we can help to introduce places where the district would benefit from more perspectives and advise the staff and administration on changes that we believe would benefit the entire community.

Title IX is a federal civil rights law that was enacted as part of the Education Amendments of 1972. The law prohibits sex-based discrimination in any school or any other education program that receives funding from the federal government and states, “No person in the United States shall, on the basis of sex, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any education program or activity receiving Federal financial assistance.”
Mission
To build school communities free from gender bias.
Vision
We envision a community where all BVSD students and staff experience a safe, welcoming, and equitable learning environment free of gender bias.
Purpose
BVSD established a Title IX Advisory Council with the specific purpose of elevating student voice.
The Advisory Council evolved into two components, BVSD Title IX Community Advisory Council and the BVSD Title IX Student Council advise School District personnel and leadership on Title IX compliance and prevention activities. Our goal is to reduce gender-based discrimination and improve the climate throughout BVSD to ensure students and staff have safe, welcoming, and equitable learning environments free of gender discrimination.
This may include but is not limited to:
- Providing input on the School District’s policies and procedures that address sexual misconduct, including but not limited to acts of sexual violence and sex-based harassment.
- Identifying the needs, issues, and climates of school campuses and technology platforms with regards to issues of sexual violence and gender bias
- Reviewing programming, training opportunities, educational materials to be made available to schools, staff, students, and the community regarding sexual misconduct and Diversity, Equity, and Inclusion (DEI) that discusses gender, sexual orientation, and sexuality
- Building awareness, and supporting the implementation of programs, policies, and systems that move BVSD beyond mere Title IX compliance towards prevention of all forms of gender-based discrimination
- Making recommendations to the School District’s Board and leadership
- Centering the well-being of students and staff and ensuring that students are directly involved in shaping and improving their school communities
- Improving culture and climate by identifying gaps and limits in current BVSD policies and practices.
The Advisory Councils will not have responsibility for, or involvement in, investigation or resolution of specific cases or day-to-day District operations.
Composition
The Council will include committed BVSD students and community stakeholders with support of district sponsors. All students, families, staff, and community members are welcome to apply.
